  1. General:
    1. The African Union Committee of Experts on Reparations convened its inception meeting form 15th to 17th of December, 2025 to according to EX.CL/Dec.1311(XLVII), and in particular paragraph 2, which “approves the Terms of Reference of the African Union Committee of Experts on Reparations (AU CER) and the Terms of Reference of the African Union Reference Group of Legal Experts on Reparations (AU LER), as contained in Annexes 1 and 2 of the Progress Report (Doc. EX.CL/1622(XLVII
  2. Structure:
    1. The committee recalled paragraph 4.2.4. of the Terms of Reference which reads that “the Committee may develop additional rules of procedure, as it deems necessary, which will be applied provisionally, until further ratified by the policy organs according to due process”.
    2. Bureau:
      1. In this context it agreed on the following additional Terms of Reference regarding the formation of the Bureau as follows:
  1. The Bureau will be composed of five members of the Committee, i.e. the Chair and four vice chairs, each from one of the five regions of the African Union.
  2. All members of the Committee are eligible to become members of the Bureau according to the above-mentioned distribution.
  3. The Bureau will generally meet in extended format that would include:
    1. The member nominated by the AU Champion/Leader for Justice and Reparations, if he or she is not already a member of the Bureau,
    2. A member of the Committee from the diaspora,
    3. A member of the Committee to act as the rapporteur, if he or she is not already a member of the Bureau.
  4. The rotating chairship, which extends to one year, will be according to the English alphabetical order, starting from the region from which chair of the inception meeting is selected.
  5. Accordingly, the Committee composed its Bureau for the first year of its work, effective form December 15, 2025 as follows:
    • Southern Africa:
      1. Dr Jane Mufamadi (Chair)
    • Eastern Africa:
      1. Dr. Catherine Namakula (Vice Chair)
    • Central Africa:
      1. Prince KUM’ a NDUMBE III Alexandre (Vice Chair)
    • Northern Africa:
      1. Commissioner Selma Sassi-safer (Vice Chair)
    • Western Africa:
      1. Dr. Ibrahim Guisse (Vice Chair)
  6. The Committee agreed that extended meetings of the bureau would include:
    • Madam Adwoa Nyeke Coleman – Representing the office of the African Union Leader on Advancing the cause of Justice and Reparations in Africa, Ghana
    • Amb. Dr. June Soomer – Representing the diaspora
    • Dr. Panashe Chigumadzi – acting as Rapporteur
  7. Working Groups:
    1. The Committee agreed to establish following working groups each to be coordinated by one of its members as follows:
      • Global Governance Structural Reparations – coordinated by Dr Ibrahim Guisse
      • Economic/Financial and Environmental Reparations– coordinated by Madam Adwoa Nyeke Coleman
      • Cultural, Scientific, Educational Reparations and Rights Perspective– coordinated by Prince KUM’ a NDUMBE III Alexander
      • Advocacy, Communication, Technology and Knowledge production – coordinated by Dr. Aaron Weah
  1. Schedule of Meetings:
    1. The Committee agreed to meet quarterly, two meetings in person at the first and fourth quarter of the year, and twice virtually at the second and third quarter of the year.
    2. It requested from the relevant policy organs of the African Union the allocation of the necessary budget to convene these regular meetings.
  1. Outcomes:
    1. The Committee supported by the Secretariat to develop a framework paper for the Common African Position on Reparations according to the mandates and parameters as contained in Assembly Decisions 884 and 903.
    2. The framework paper was agreed by Committee on …. through virtual consultations and according to silence procedure. It is to be forwarded to the concerned policy organs for consideration and adoption.
  2. Financial Resources:
    1. The Committee agreed to consider proposals for extrabudgetary financing of its additional, non-core activities, after vetting, with prior approval and in accordance with the African Union Financial Rules and Regulations.
  3. Participation:
    1. The Committee agreed to invite other representatives to its meetings according to the subjects and topics to be discussed.
    2. The list of invitees would be drawn in advance to each meeting and agreed upon by the Committee in accordance to the ToRs.
  1. The Committee recalled Para 11 of Assembly decision 884 which states that the « Reference Group of Legal Experts to work in close coordination with the African Union, led by the Commission and including the judicial and quasi- judicial organs of the Union, and provide legal advice in support of the African Union Leader for Advancing the Cause of Justice and Payment of Reparations to Africans, and to the AU Committee of Experts on Reparations”. The Committee hence will engage closely with the Reference Group on matters of mutual concern.
